Consortium & Random Drug Testing Programs

 These programs are available for both:

  • DOT employers.
  • DOT owner-operators.

Medic Health is a team of professionals that establish and administer DOT-compliant testing programs for any business in the transportation industry. If you are a DOT-regulated company required to have a DOT-compliant drug and alcohol program in place, we can provide your business with complete testing and program services.


We strictly adhere to DOT compliance standards in all of our testing. Unlike other medical facilities that simply offer drug testing, we are qualified to offer DOT-compliant testing with all the required components.


Random drug testing programs are required for employers regulated by the United States Department of Transportation (DOT). If you are an owner-operator, you are required to be enrolled in a consortium random drug testing program.


Smaller DOT-regulated employers may also elect to enroll in a consortium random drug testing program for easy compliance. Larger DOT-regulated employers typically request a stand-alone DOT random testing program.

DOT Audits and Compliance

Medic Health can assist employers regulated by any of the DOT agencies with compliant drug and alcohol testing programs. It's important that you deal with an experienced and professional C/TPA for your drug testing needs. Ask your current vendor if they can help you in the event of an audit or program review. Noncompliance can result in fines of up to $10,000 per occurrence and the potential for an out-of-service order, putting your company out of business. Violations occur when the company:

  • Has no drug and alcohol testing policy
  • Does not have a stand-alone or random testing consortium program
  • Is using a driver who has not completed a drug test with a negative test result
  • Is using a driver who refused a required alcohol or drug test
  • Is using a driver who has previously tested positive and has not completed a return-to-duty process as required by a Substance Abuse Professional (SAP)


Consortium Random Testing Program

This is a random drug testing pool that includes multiple companies. 

All regulated employees from all companies are enrolled in the consortium drug testing and eligible for selection for a random drug or alcohol test. 

Once the required random testing percentages are met, all companies in the drug test consortium are in compliance.

Owner-Operators

For owner-operators, two important steps must be taken to comply with the DOT FMCSA regulations for drug and alcohol testing:

  1. A pre-employment drug test with a negative result must be completed before operating a DOT covered commercial motor vehicle (CMV)
  2. You must enroll in a random testing consortium. Owner-operators are not permitted to manage random testing themselves

Why is Consortium Enrollment Important?

 Save money and time and avoid fines and out-of-service violations. Fines can be up to $10,000 per occurrence. An out-of-service notice will put you out of business.

For new owner-operators, within 12 months after beginning operations, you will have a DOT FMCSA safety audit, often called a new entrant examination. Audits and compliance reviews include verification of your DOT FMCSA drug and alcohol testing program. A new entrant (new owner-operator) will automatically fail the safety audit for violations related to:

  • Owner-operator not enrolled in a consortium program for random drug and alcohol testing
  • No alcohol and/or drug testing program
  • No random alcohol and/or drug testing program
  • Using a driver who refused a required alcohol or drug test
  • Using a driver the company knows had a blood alcohol content of 0.04 or greater
  • Using a driver who failed to complete required follow-up procedures after testing positive for drugs

Trucking Companies, Bus Companies, For-Hire Carriers, and Pr

Both stand-alone random testing pools and DOT drug consortium random testing pools are available for trucking companies, bus companies, for-hire carriers, and private fleets. Typically, companies with over 20 drivers will elect to have a stand-alone random drug testing program. Compliance is more complicated for companies with more than one driver.
